    Purpose of the Position
    The major purpose is to provide technical, operational and administrative support for implementation of WASH Reconstruction Progamme in the 14 earthquake affected districts. The WASH Officer will be responsible for management of partnership agreements, providing technical assistance to partners and districts, supporting implementation, and monitoring of planned activities of WASH Reconstruction Programme.

    Key Accountabilities and Duties & Tasks
    1. Programme development and planning
    > Provide technical and administrative support throughout all stages of programming processes by executing/administering a variety of technical programme transactions, preparing materials/documentations, complying with organizational processes and management systems, to support progress towards the WASH-related outcome and/or output results related to WASH reconstruction work.
    > Contribute to the development/establishment of WASH-related outcome and output results, as well as related strategies, through analysis of WASH sector needs and priorities under reconstruction works
    > Draft updates for WASH in the situation analysis, to inform the development of WASH-related outcome and output results. Research and report on trends in WASH, for use in programme development, management, monitoring, and evaluation.
    > Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness and relevance of information related to WASH reconstruction works
    > Prepare required documentations/materials to facilitate review and approval processes.

    2. Technical and operational support for programme implementation
    > Support in providing WASH technical assistance to emergency reconstruction work for 2017 of UNICEF WASH section. This includes WASH reconstruction works in communities, schools/ transitional learning centers, health facilities etc. and ensure that activities are in line with plan of action
    > Undertake field visits and surveys, collect and share reports with partners/stakeholders. Report critical issues, bottlenecks and potential problems to supervisor, for timely action.
    > Provide technical and operational support to government counterparts, I/NGO/CBO partners on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation.
    > Contribute to capacity development works lead by UNICEF to support in transition of the 14 earthquake affected districts and central government, both in the context of the reconstruction and federal restructuring. This will include capacity development in Disaster Risk Management, preparedness for response, child centered DRR, information management, quality reporting and emerging issues

    3. Networking and partnership building
    > Support to establish and /or continue partnerships related to WASH reconstruction works in 14 earthquake districts through assistance in program development and support on partnerships through PCA, SSFA and DCTs.
    > Support on continuous communication and information gathering and sharing among partners for timely and quality delivery of results
    > Share information and knowledge to facilitate programme implementation and build capacity of partners to achieve WASH output results.
    > Draft communication and information materials for WASH programme advocacy to promote awareness, establish partnership/alliances and support fund-raising for WASH.
    > Research information and prepare resource mobilization materials and briefs for fund utilization, fund raising and partnership development purposes.

    4. Programme management, monitoring and delivery of results
    > Work collaboratively with internal and external colleagues and partners to collect/analyze/ share information on implementation issues, provide solutions on routine programme implementation and alert appropriate officials and stakeholders for higher-level interventions and/or decisions. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
    > Undertake field monitoring to ensure quality of WASH reconstruction work of UNICEF partners and for regular progress reporting.
    > Participate in internal and external/sectoral monitoring and evaluation exercises, programme reviews, partners review and annual sectoral reviews with government and other counterparts and prepare reports on results for required action/interventions at the higher level of program management.
    > Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.
    > Prepare sectoral progress reports for management, donors and partners.

    5. Humanitarian WASH preparedness and response
    > Support in ensuring WASH supplies are intact for any kind of emergency response requirements based on caseload defined by the office for WASH response.
    > Provide assistance on capacity building of Government, partners and cluster members on WASH emergency preparedness and response
    > Ensure monitoring the flow of supply and non-supply assistance to the local authorities, collect and record information on supply/non-supply inventory, distribution and utilization
    > Draft requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.
    > Take up support roles in emergency preparedness, response and early recovery, as and when the need arises both in UNICEF and Cluster coordination role

    6. Innovation, knowledge management and capacity building
    > Assist in the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems) related to emergency and reconstruction works
    > Assist in the preparation of learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.
    > Assist in creating and delivering learning opportunities for UNICEF WASH staff, to ensure sector capacity remains up-to-date with latest developments.
    > Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders.

    Qualifications of Successful Candidate
    > University (first) degree in WASH engineering, public health, social sciences, behavior change communication, sanitary engineering or other specialist field related to WASH is required.
    > At least two year practical, professional work experience in project administration, management, including research and data analysis related to emergency preparedness, response, recovery and reconstruction. Rights-based and Results-based approach and programming in UNICEF.
    > Technical knowledge on WASH reconstruction, Disaster Risk, Management, program management and implementation
    > Knowledge and understanding on Core Commitment for Children of UNICEF
    > Fluency in English and Nepali language both written and spoken is required. Knowledge of the local working language of the duty station is an asset.
