STATEMENT OF DUTIES
The Administrative Assistant is located in USAID/Nepal’s Health Office (HO), and serves as one of two administrative support persons for the 25 member Office. S/he is responsible for ensuring that administrative functions are performed effectively, efficiently, and in a manner that promotes harmony and problem-solving, so that other Office staff members will be more effective. The Administrative Assistant also provides program and project management support for the Office, assisting Agreement/Contracting Officer Representatives (A/CORs) and Activity Managers (AMs) with management and oversight of health activities and projects.

The Administrative Assistant is the primary contact person responsible for Office customer service to internal and external partners and other stakeholders, including USAID Mission staff, as well as broader Embassy, contractors, Implementing Partners (IPs) and grantees, Government of Nepal (GON) officials, USAID/Washington, and other customers. In this capacity, the Administrative Assistant is responsible for coordinating information about the Office, and making sure that information gets to customers on a timely basis and in a professional manner. The jobholder is required to perform work-related travel. The jobholder will travel up to 10% of the time to assist with logistics for Office meetings and events and to provide project management support for the Office.

The Administrative Assistant also provides executive assistant/administrative support for the Office Director and two Deputy Office Directors.

Duties

Requirements:

Task description

The Role
- The Program Support Officer will ensure that administrative procedures at regional level are carried out in accordance with internal processes and recognized organizational standards and meets GPE/EOL requirements.

What we are looking for
This Program Support Officer will work closely with the Asia Pacific RMU team providing administrative support (MEL and Finance) and communication teams led by the communication focal point in GMU under the guidance of the Regional Program Manager. As a responsible member of the team and manages the administrative functions of the EOL team to provide effective, efficient, and timely administrative support. S/he will also be responsible for managing travel and acquiring updated information on Visa processes and requirements.

Under the direct supervision of Sr. Director, Program Operations-Save the Children and Director, EDCD, in close coordination with focal persons at EDCD, the Project Manager will oversee management operations of the Global Fund program implemented by EDCD. Key Responsibilities
> Manage the overall implementation of the Malaria program in close liaison with Save the Children and Nepal government staff. Special focus to be given to management of the Global Fund Supported activities in helping the country reach the set elimination targets.
> Ensure that all information related to operational, administrative, finance and logistical issues of the Global Fund project are available as required.
> Provide quality policy and managerial advice to EDCD for optimal program implementation.
> Ensure accurate and timely reporting to Save the Children, with the support from relevant government and project staff at EDCD. Regularly report to and keep Save the Children up to date on project progress and implementation issues.
> Liaise closely with government agencies (e.g. DoHS, LMD, NPHL, VBDRTC, DHO/DPHOs) and other stakeholders to ensure smooth collaboration and management of programs.
> Build strategic partnerships and maintain effective communication with the key stakeholders including the CCM, GFATM, Local Fund Agent (LFA), External Development Partners (EDPs) and others.
> Foster and facilitate collaboration and coordination among wider stakeholders to avoid duplication of Global Fund resources on Malaria control program.
> Facilitate and coordinate with relevant stakeholders at the national level including the Ministry of Health and Population, as well as with district government entities and development partners including EDPs, technical agencies and other implementing partners.
> Manage the finances and related human resources associated with Global Fund program implemented by EDCD.
> Prepare financial estimates, coordinate budgets, maintain financial records and analyze/monitor expenditure for both SCI and EDCD.
> Ensure a participatory work planning process for the development of work plans for the program and prepare PUDR ensuring that reporting meets Global Fund quality standards.

Qualifications and experience
> Bachelor’s Degree in Health Sciences along with Masters’ Degree in Public Health (PhD preferable)
> At least 7 years of working experience in managing Public Health Programs
> Proven experience of working with government in national level health programme/project and multi-/bi-lateral agencies or international organizations. Experience of working in a team for bigger grants such as GFATM will be an asset.
> Understanding of the working procedures of the Government as well as of external development partners (EDPs) will be considered a huge advantage
> Experience in coordination and liaison with different partner agencies
> Ability to work in multi-cultural environment

Position: Communication Officer
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 192-member National Societies. The IFRC Secretariat has a decentralized structure: five regional delegations (each with several country cluster delegations and country delegations reporting to it) covering the globe and responsible for frontline delivery through National Red Cross and Red Crescent Societies, backed by the Secretariat HQ based in Geneva.

The IFRC is currently present in Nepal through a Country Delegation (CD - first established in 1965 with a presence through regional representation at times), providing support to Nepal Red Cross Society (NRCS) programmes and capacity building. The longer-term mission of the Nepal Delegation is to facilitate organisational growth, technical capacities, partnerships and resource mobilisation that enable Nepal Red Cross Society to deliver on its humanitarian mandate in the country through the provision of technical support, advocacy, representation and coordination functions, in accordance with Strategy 2030 and annual Operational Plans.

Currently, The IFRC CD is looking for a Communication Officer. The Communication Officer will support the line manager while developing communication contents that will be engaging for the external and internal audiences.

Job purpose
This role requires an energetic, dedicated and detail-oriented person who can manage multiple tasks. He/She should be a team player with willingness to learn and ability of manage multiple tasks while adapting to shifting priorities.

Depending on skillset, he/she will be responsible for qualitative and timely communication content with communication tasks including but not limited to: writing and editing, photo and video production and editing, generating social media content, graphic design, media relation, event coordination and other communication support tasks as assigned by the line manager.


The Communication Officer will ensure alignment with global best practice in communication as well as donor requirements, and partner priorities. The Communication Officer will work closely with counterparts in NRCS as well as other IFRC members with presence in Nepal together with other key stakeholders to ensure that high level communication materials both audio and visual related to the operations and programme that the IFRC network is supporting NRCS to implement are prepared and disseminated.

Education
Bachelor’s degree in Communication, Journalism, Media Studies, digital media or any other media related field.

BACKGROUND AND JOB PURPOSE
Lead the Evidence, Policy and Innovations (EPI) Unit in WFP Nepal, including advancing efforts with the Government of Nepal, United Nations agencies and knowledge partners (research and academic institutions) to (1) lead food security and nutrition policy coherence efforts in the Country Office, (2) strengthen the capacities of national and local authorities to prepare for and respond to food insecurity and emergencies (3) manage evidence-based applied research projects, (4) and utilize the latest science and technology to design, implement and monitor food security and nutrition programmes.


KEY ACCOUNTABILITIES (not all-inclusive)
Under the lead of the Deputy Country Director, the Head of EPI will report directly to the Head of Programme and work closely with the other activity managers in the Nepal Country Office.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree (Masters) in Public Policy, Public Health, Economics, Statistics, Nutrition or other relevant field. Technical qualifications in information management, database systems, web-based applications and related field are strongly preferred

Language: Fluency (level C) in English language is required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience: At least six to ten years of professional experience in international humanitarian assistance and development programming.
